The finance director, Iraq, is responsible for the financial management of all IWPR’s programmes in Iraq. S/he will supervise the finance officers in all Iraq field offices.
The finance director will ensure that adequate and appropriate internal controls are in place to meet generally recognised accounting standards. In addition, s/he will manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation. S/he will track all project expenses and prepare monthly financial reports for HQ. S/he will also prepare monthly and yearly budget projections and maintain data on expenditures by line item, as well as produce and analyse budget variance reports. The finance director will work in compliance with donor and internal requirements to deliver efficient and effective project start up, implementation, reporting and close-out activities, while meeting internal accountabilities and expectations as well as external requirements.

Tasks and Responsibilities
Main Duties
- To monitor the financial performance of IWPR’s programming in Iraq to ensure that it is implemented according to budget, meeting targets for field expenditure and cost recovery, alerting the program director, operations director, and the chief financial officer to any issues affecting progress;
- To supervise IWPR finance staff in Erbil and Baghdad;
- To be responsible for financial controls and reporting, financial management of several multi-million dollar grants, conducting internal audits, and creating/maintaining written policies and procedures in compliance with donor regulations and IWPR policies and procedures;
- To provide financial analysis and oversight for all resources managed by IWPR in Iraq, including budgeting and budget-to-actual analysis, and the allocation of shared costs such as salaries and rent;
- To ensure completion of monthly field office and expense reports as well as other financial reports for sign-off by the program director, communicating and resolving any issues effectively;
- To supervise all cash handling and banking procedures in country, ensuring appropriate security safeguards are in place;
- To work with the program director and programme staff to ensure project cost information is complete and accurate;
- To ensure that all relevant costs have been properly accrued and expensed to IWPR’s projects;
- To produce monthly project expenditure reports and schedules for the finance department in HQ, alerting CFO and the program director in respect of any issues affecting projects;
- To provide the finance departments in IWPR’s head offices with relevant data for funder financial reports and assist in producing any exception reports required by funders and/or auditors in a timely manner;
- To review advance account reconciliations and other analysis for projects, communicating and resolving issues in a timely and effective way;
- To develop monthly expenditure forecasts to ensure projects are completed within budget;
- To maintain a thorough understanding of all IWPR policies, procedures, and internal controls for the effective implementation of assigned projects;
- To communicate regularly with the CFO, the program director, finance staff in UK & US HQ offices and project staff on field financial matters;
- To support and provide finance-related training for field staff as necessary;
- To ensure that all financial reports are delivered to funders in a timely manner;
- Work closely with program director to ensure clarity around long term programming, operational, and funding requirements;
- To perform other duties that may be assigned by the program director, MENA director and/or CFO.
Compliance
- Oversee compliance function and ensure organisation is meeting all necessary local and funder legal requirements;
- Risk management: work closely with the program director and operations director to minimise exposure to risk;
- Lead, develop and manage the finance team;
Knowledge/Skills
- Bachelor’s degree required; advanced degree in business administration (MBA), accounting, or appropriate discipline preferred;
- A minimum of 10 years’ demonstrated business experience and financial and contractual leadership and management of large, complex projects and long-term efforts with extensive knowledge of and successful experience with USG, UK, and other donors interested in development;
- Demonstrated success as a strong financial manager and strategist and proven leader in building partnerships and impacting changes across functions, multiple locations and divisions, both in the US and in the international arena;
- Demonstrated success in leading and managing teams with diverse backgrounds working in multiple locations and countries to achieve and sustain excellence;
- Significant field experience in developing countries, with demonstrated success working with multiple sectors and achieving financial and contractual results;
- Proven strategic planner and team leader with strong technical knowledge, conceptual and analytical ability, good judgment, and adaptive, flexible capacity;
- Exceptional interpersonal and relationship-building competencies coupled with strong written and verbal communication skills. Capable of managing conflict and conflicting views;
- Energetic, forward thinking, creative individual with intellectual depth and high ethical standards;
- Fluency in English required, knowledge of second language (Arabic) preferred;
- Ability to relocate overseas for extended periods of time;
- Ability to travel up to 25 per cent of the time.
